Have the Americans gone insane over the release of the Lockerbie bomber?

I'm british, not american, but even when i saw that had released this terrorist , i was quite annoyed, as this man (al megrahi) was proven to be the murderer of 270 people, but when i saw the scottish parliament guy's explanation of why he released him, he basically said, this man is going to die in 3 months (fo sho), and that the scottish parliament are no better than him if they didnt release him
