Why doesn't America get started created jobs which make products Japan can no longer produce?

Instead sending another trillion or two willie nillie why doesn't this country use its brains and do something to bring jobs and quality manufactured products back to the US of A? If we don't some other country sure will. We raced to the moon, well now is the time to race back to being somewhat of a world leader.
